Let me try to clarify:
It appears that if I put in the <runtime-link> feature, then in addition
to linking the DLL, the bjam link command also calls "mt.exe" (to do
what, I'm not exactly sure). That command fails because it is unable to
find the manifest file. I can post error messages if that will help.
