[Boost-build] [v2][msvc] bjam tries to call vcvars32.bat with bogus directory prefix

Hi,

I'm using v2 with user-config.jam

  using msvc ;

When I run "bjam --v2" without first running vcvars32.bat, I get the error:

  '"C:\Tools\dm\bin\vcvars32.bat"' is not recognized as an internal or
   external  command, operable program or batch file.

Here, "C:\Tools\dm" is the root of my Digital Mars installation, and
"C:\Tools\dm\bin" appears in my environment only one, as a component of my PATH.

Everything works if I first call vcvars32.bat.

What could cause this?
