[Boost-build] BoundsChecker (and other code-instrumenting programs)

What would be the best to instrument a program using BoundsChecker,
e.g.?  It supplies a compiler and linker (nmcl.exe and nmlink.exe) to
use in place of the MS ones.  Should that be a new toolset or could I
make a variant that would use the BoundsChecker executables in place of
the MS ones?
