[Boost-build] [qt4] Patches for "new" library and minor fix.

Hi Volodya !

The attached patch adds the last new Library from Qt 4.1 to qt4.jam

This is QtUiTools,  needed for dynamic widget creation during runtime.

And it adds <define>QT_NO_DEBUG to the commandline for release builds.
This is to ensure compatibility with qmake generated Makefiles.
