[Boost-build] V2 / intel debug symbols

For some tests it's necessary to deactivate debug symbol generation on 
particular compilers. There were some on Intel fixed by me, but this 
fixes disappeared in V2. Please could somebody redo those in the V2 
files or tell me how to do it (or tell me a better approach...)?
