[Boost-build] equivalent of -l linker flag in Jamfiles?

Can anyone please tell me where I can find instructions how to specify 
system libraries in Jamfiles?

The only example I was able to find is to put a e.g.

<library-file>/usr/local/lib/libspl.a

into the requirements section of the target description, e.g. of a exe 
target. But this is toolset dependent. Is there a toolset independent 
way of specifying this?

What I am searching for is the equivalent of specifying -lspl linker 
flag to gcc.
