Could we tell us why is this a requirement of your project?
Until recently I thought I had the same requirement on a project I was
trying to move to msvc-7.1 from msvc-6.0. Eventually I found out that
the project depended on a comsupp.lib library, and msvc-7.1 provides a
comsuppw.lib alternative for projects using /Zc:wchar_t.
