[Boost-build] issues with toolset.flags

i found some bugs related to toolset.flags rule.
for example, <user-interface> feature does not work with msvc.

from msvc.jam:

flags msvc LINKFLAGS <user-interface>console : /subsystem:console ;

should be:

flags msvc.link LINKFLAGS <user-interface>console : /subsystem:console ;
