[Boost-build] Tracker access changes

Hi,
in recent days some spam appeared in Boost.Build issue tracker 
(http://zigzag.sc.msu.su/boost.build). 

I've just restored to a prior backup, and disabled fully anonymous access, so 
before adding bugs or anything you'd need to click "Login" and enter 'user' 
as login name and 'jam7' as password.

Hopefully this won't be too much annoyance.
