No I get this when running from CMD shell on windows.
I tried this also on linux. Altough giving toolset=msvc is not very 
meaningful there, it gives me the same error.

I did not change the site or user configs. I was under the impression 
that giving an explicit toolset= on the commandline should be suficient.
