It worked this way in V2 for years. So, yes, I agree that changing V2
behaviour without extensive discussion is a bad idea.
Recall that V2 is more oriented on external projects than V1. I'm all for
making V2 behaviour on Boost be as compatible as V1 as possible. But given
that some V2 users report build time of hours, making V2 build 8 different
variants does not look all that great.
