.rsp and command line are equivalent for all practical purposes. If -lvcl.bpi 
does not work on command line, it won't work in .rsp.

Can you manually try possible command line and see which one works? Probably 
you can create a project in CBuilder (or whatever it's called nowdays), and 
see what command lines it uses.
