It seems that SCons supports this (along with many other useful features).

I think it may be possible to use my upcoming BB++ (Boost.Build C++) to 
automatically translate BBv2 jamfiles to SCons construction scripts. Or 
even better, use SCons for dependency tracking.

Right now I'm working on rewriting dependency tracking from BJam :)
