I think MSVC 8 is very well supported. C++ Boost regressions for MSVC 8 are 
run using Boost.Build V2.

I'm afraid I don't know what's EVC3. Does it different in compiler setup or 
command line options from versions of VC targeting windows? If not, you might 
try using msvc toolset and report any issues there are.
