[Boost-build] msv 'all' version

Hi,
at the moment we have important, but undocumented 

    using msvc : all ;

functionality. Unfortunately, I seem to forgot all the details about how it 
works. Can somebody explain that to me, or even better, write a small bit of 
doc that can be added to the manual?
