[Boost-build] [bbv2] Headers installed directly into "--includedir"

Invoking:

bjam --layout=system --includedir=<foo> install

now installs boost headers directly into <foo>, instead of <foo>/boost.

I don't really know if --layout=system is relevant here, it's just the way I 
happen to use the command in my scripts.
