[Boost-build] Suggestion: handle Platform SDK like a library

Wouldn't it be reasonable to handle Microsoft's Platform SDK as an 
external library, like the QT and STLPort examples that come with the 
distributed user-config.jam file?

This would provide a single, unified approach to handling VC++ 2005 
Express, which I expect to be popular among users.
