[Boost-build] Toolset docs

Hi,
I've checked in the docs for all C++ compiler modules, and they can be found
at

        http://boost.org/boost-build2/doc/html/bbv2/reference/tools.html

Since toolset docs is something that is likely to be used by somebody who just wants
to build a project with Boost.Build and not interested in any Boost.Build details,
I've tried to make docs for each toolset self-contained, even though it means a great
deal of text duplication.
