Are you attempting to build your exe within or outside the boost
directory tree?
If the later, one thing that might be getting you is the Jamfile at your
highest level project directory should be Jamroot instead of Jamfile.

Also, I have some environment variables that were once needed but I
don't know if still are.
There are:
  BOOST_ROOT=$HOME/boost_CVS/boost
  BOOST_BUILD=$BOOST_ROOT/BOOST_BUILD_PATH

As for building a simple exe, the Ramroot file below shows how. Note it
also show how to link to an existing system library.

  lib expat : : <file>/usr/local/lib/libexpat.so ;

  exe test
  : # sources
    test.cpp XMLReader.cpp expat
  : # requirements
 
  :
    debug
  ;
