Then the right way is to write a dependency scanner that will
catch this inclusion? Is inclusion syntax catchable by regexp?

Alternatively, you can use <dependency> feature, something like:

        whatever A : A.gl ;
        whatever B : B.bl : <dependency>A ;

here, 'B' will be only built after 'A' is built.
