1) Do you have a customized site-config.jam / user-config.jam?
    If yes, please post it's contents

2) Try to invoke
    bjam --debug-configuration -d+2 --toolset=msvc debug release stage
    Post the results.

3) Hint: usually you will want to build either "stage" or "install".
