[Boost-build] bjam format=html,pdf should this be possible?

I found out that one cannot specify multiple document formats in one bb 
run. I suspect this is because format is not of type incidental.

However changing it, lets the xsltproc not find the catalog anymore and 
falls back to internet. (Which is dread slow.)

Is there a chance that this can be changed?
