[Boost-build] [WIKI Entry] - Updated "How to run Boost Build standalone"

All,

I have read the feedback provided by Roland Schwarz and David Abrahams on
the WIKI page I created and thank them for taking the time to correct some
of my incorrect assumptions.

Hopefully the updates that I have now made more clearly put forward that
Boost.Build is the build system and BJAM facilitates this fact.  I have
also updated the documentation to talk about the additional environment
variable to find the user-config.jam file.

Please let me know if you feel that I haven’t made this clear enough or
something else is incorrect.

PS.  Sorry for the delay but is usually the case real life sometimes plays
havoc and you don't get a chance to work on the stuff you want to!
