Boost.Build can create Windows Graphical Installers using the Windows
Installer XML (WIX) toolset (http://wix.sourceforge.net/).

Take a look at the wix.jam file that Reece Dunn has
http://www.reece-dunn.co.uk/

WIX is the installer used by the Microsoft Office team to create the
installation MSI and EXE packages.
