The Jamfile.v2 is in $(boost_root)/tools/wave/build/

Confusingly enough, after running bjam there, this directory is empty as 
before (so I'm not sure what the purpose of it is, other than containing 
the Jamfile), and the resulting 'wave' executable is to be found in
$(boost_root)/dist/bin.
