I guess nothing can be done automatically if "the libraries" are not found.
1) Whom do you want to be able to specify an "action"?
2) What do you mean by action?
2.1) A bjam actions rule?
2.2) Some user-specified program to be invoked in that case?
3) Untarring requires the existence of a certain tool being present
on the operating system. This would result in platform dependent
code which boost.jam tries to avoid.
Perhaps you can explain your intent a little more.
