[Boost-build] Python toolset fixes for working with paths containing spaces.

   Hi all.

   Just committed a change allowing the panther toolset to be used with 
a python command interpreter executable path containing spaces. This 
will still not work on the Windows platform in case you use a non-trunk 
Boost Jam version as the implementation depends on the latest Boost Jam 
builtin SHELL rule changes.
