Because accumulators is new to 1.36.

As Jurko has demonstrated, the problem is not specific to accumulators 
(see the simple repro attached to the bug report), but AFAIK 
accumulators is the only library currently exposing this problem.

As for why accumulators exposes this problem, I don't know. It may have 
something to do with the fact that the accumulators doc jamfile copies 
around some generated png files with some custom jam code that Rene 
helped me write. You might have a look and see if you can spot something 
fishy there.
