The workaround suggested in the ticket is to move the <dependency> from 
the xml rule invocation to the boostbook rule invocation. The 
accumulators doc jamfile already has this change, and the problem is 
still occurring. But maybe the problem is in a different jamfile ... 
it's impossible to say from the BBv2 error message.

I'd be satisfied with a workaround if it got things moving again, but of 
course a proper fix to BBv2 would be better.
