I'm afraid I don't know anything about this. bjam uses 8-bit strings, therefore
I'd expect it to work fine in 8-bit encoding (including utf-8). I don't know
how Chinese systems are generally configured, and you did not tell any details.
I don't know if anybody tried this before.
