To be clear, I only got the problem when calling a cygwin doxygen from
the windows command prompt. If I just used cygwin everything was fine.
In this case it wasn't that one of the components was missing it was
that boost build wasn't detecting that doxygen had failed. Then the
next time you ran bjam it would continue to use the failed doxygen
output, but it looked like the problem was in xslt (as that was where
the error message occurred)
