   Yup, seems reasonable.

   The only breaking change here would then be that the cflags property 
would need to stop applying to actions automating C++ compilers.

   Well when we do go and mess with this I'd also suggest adding new 
feature names c-flags, cxx-flags & c-cxx-flags (together with related 
link-flags & f-flags), leaving the old ones as deprecated alternatives 
for while though of course.
