[Boost-build] Target always installing ( never up-to-date )

Hi,

I have a problem with a really simple code, bjam keeps installing targets
even if they are up to date :

Here are the files i'm using :

http://www.nabble.com/file/p19992082/main.cpp main.cpp 

I'm using the actual boost trunk.

if you try to run bjam it will always re-install boost-system, and then
relink test.dll

Can someone tell me if this behavior is normal ?
