Yes, I missed it, sorry. A quick test shows that this does NOT solve the
problem on cygwin. I get ye olde error:

/bin/sh: line 1: export: `XML_CATALOG_FILES': not a valid identifier
/bin/sh: line 1: export: `XML_CATALOG_FILES': not a valid identifier
