Yes.

I know that it's confusing, but 'build' component there is for Boost.Build
and there's separate component 'Building Boost' which is somewhat more
biased to issues building the Boost C++ Libraries themself.

Historically, we did not communicate very well that Boost.Build is a separate
project, and it probably not necessary to try. I review issues on svn.boost.org
weekly, so putting them there does not reduce chances for a fix.
