Subject: [Boost-build] [Build] Issues with Borland C++ 5.5 tools

Where should these kinds of issues be recorded? The TracWiki looks
pretty high level for such details.

1. The -tWC flag is emitted twice.
2. The -Ve flag is emitted, but is not mentioned in the Borland C++
5.5 doc or help (nor is it in v5.51).
3. The feature <threading>single seems to be ignored and -tWR emitted
no matter what.
4. Since the compiler's include directory is typically defined in the
bcc32.cfg file it need not be emitted on the command line. How can a
user suppress that emission?
