Not completely, the order is preserved but the "&&" is also preserved...

with ..
unit-test dummy : dummy.cpp :  <dll-path>../build/bin&&../bin ; 
and bjam -d+2
i got                     
set PATH=..\build\bin&&..\bin;%PATH%
