Indeed, it appears that Windows is assumed in cw.jam more deeply than
just default name of compiler.

I think you might copy cw.jam to cwx.jam and then tweak it. You would have
to replace cw with cwx everywhere in the file, and then, where the init rule
computes 'setup' and then 'prefix' and then uses that to set the executed
command -- remove all that code and references to 'setup'/'prefix'.
