i've found that incidental free features are passing to conditionals
without problems. i solved problem for myself, because it fortunately
what i need.

so, only non-incidental free features and any features from
usage-requirements are not passed to conditional rules. i didn't find
anything about in documentation, so maybe it is a bug.
