a) no, I'm not getting any errors.
b) install: dummy.exe
c) I put the <tag> in a separate line but still there's no change for
     the target name.
d) the -d+2 issue does not show any line which reveals that that
     the rule dummy-decorate is used.

I'm using it with Visual Studio 2008 C++ compiler.
