It's mentioned/documented in the Boost Getting Started guide 
<http://www.boost.org/doc/libs/1_43_0/more/getting_started/windows.html#invoke-bjam>. 
Full documentation is built-in, i.e. when you do "bjam --help" in the 
Boost distribution. And that's where it should be documented.
