I guess the answer depends on how much work you are willing to do. Yes
it's possible to write rules+actions to generate files. But there isn't
anything immediately geared towards generating the project structure
itself in Boost Build. There's been talk of doing this, and I'm
particularly interested. Bu no work on it yet.

So basically, if you are willing to "manually" generate your project
specific configure/makefile then you should be able to do it.
