   lib icuuc : : <search>$(ICU_PATH)/lib <link>shared <runtime-link>shared ;

This eventually shows up on the command line as

-L$(ICU_PATH)/lib -licuuc

If ICU_PATH is not defined, but the library is in the
standard search path for the linker, it will still be found.

What exactly is the problem?
