I guess I'm still not sure why this needs usage-requirements.
Anyway, the usual rules for usage-requirements apply.
You get them if you depend on the target they come
from. If the usage-requirements are defined for a project,
then you get them if you depend on any target in the
Boost-Build list run by bdawes at acm.org, david.abrahams at rcn.com, gregod at cs.rpi.edu, cpdaniel at pacbell.net, john at johnmaddock.co.uk
