I already tried that. Doesn't help.

Testing further, there is no problem with trunk. The problem only occurs on
release branch.  Perhaps trunk changes not merged into branches/release...

<later> I did a local merge to release of tools/build. There were many
previously unmerged files. Builds now work fine.

OK to commit to branches/release?
