[Boost-build] link build/Jamfile into test/Jamfile

build/Jamfile copies special files into <boost-root>/xyz/.
the Jamfile in test or example have a reference to 
<library>/boost/xyz//boost_xyz

but the copy doesn't take place -> I need some reference to the header 
which must be generated.
