I've updated a local copy of the Boost build to work with VC 11 (part of
Visual Studio 11 Developer Preview).  I'd like to contribute the changes
back to the project.  How do I go about that?

For information I updated:

src/boostrap.bat
src/tools/build/v2/engine/build.bat
src/tools/build/v2/engine/build.jam
src/tools/build/v2/tools/msvc.jam
src/boost/config/compiler/visualc.hpp

The changes amount to a copy + paste of the msvc-10.0 configuration with
appropriate changes for msvc-11.0.
