[Boost-build] Unable to find /boost//filesystem when building a project

Hey guys, having trouble building a project, Boost.Build isn't finding the
Boost.Filesystem files, here's the exact error and appropriate Jam file
http://pastebin.com/UJsjdSB2 . I have added the root boost directory to
both my PATH and BOOST_ROOT environment variables, can't figure it out.
Probably a novice mistake, would love a helping hand though! Thanks.
