   Daniel, could you help me test/correct it when you get the time?

   I still have not made boostbook.jam & doxygen.jam use quite the same 
technique yet, but they are much closer now and should handle their 
'root project owned targets' correctly. I'll get to that one of these 
days but the only difference now is that doxygen.jam does its work using 
Boost Build metatargets, while boostbook.jam does it at the lower, 
virtual target level. Have not yet had the time to test this but both 
should be equivalent except for possibly the higher level solution 
producing a bit more verbose output.
