Steve, I tried the patch but do not see any difference in behavior except a new project-cache.jam file with this:

# Automatically generated by Boost.Build.
# Do not edit.

module config-cache {
}

I am using msvc8.0 and another arm toolchain we have but neither produce any contents in the cache. What else should I be doing?
